Obtang lived on the planet Rreptfor and waited for the Doctor's arrival with his companion after him and his people foresaw them coming.
Obtang would help the Doctor during his adventure on Rreptfor and would end up realising in the end his people took their power of looking into the future for granted and is happy they now have a second chance.
